The national, state and territory flags have been created for use by
GeoClock.  To use them the GECONFIG.DAT and the USR*.DAT files
must be modified.  The GECONFIG.DAT file must contain a SYMbol
DEFinition statement such as:

SYMDEF  FLAGS.DEF

The USR*.DAT file must include a SYMBOL statement to indicate where on
the map the flag should be placed.  To put the US flag on MAP1 the
following should be added:

SYMBOL USAFLAG 37 -100

Included with this file is USR1.DAT to be used as an example.
