Yet more addtions and corrections to the gtk documentation.

What this patch accomplishes:

The following widgets were added to the list:
inputdialog
tooltips
toolbar

The set_focus signal was documented in the gtkwindow widget.

I fixed a buch of typos (lost track of how many)

Added options to most of the widgets that have them and documented the
ones I knew what they did.

Did some work on the initilizing of the library and added a subsection
on the gtkrc file.

This patch should be applied _after_ my inital patch of 011698. That patch
is against the released gtk 0.99.2 tree.
