It is too hard to scroll exactly one page with the scroll bars because
the scrolling immediately begins to repeat at full speed, requiring a
very light touch on the mouse button.  This patch (gtk-enf-9905120-0)
adds an initial delay after the first scroll before it begins to repeat.
