The GTK+ TODO list has the following entry:

* GTK_POLICY_NEVER for scrolled windows.

gtk-rao-981125-0.patch.gz is an extremely simple patch that adds
GTK_POLICY_NEVER support for GTK+ 1.1.5.  Such a patch is necessary to
support Java's ScrollPane.
