This are the necessary autoconf changes for Gtk+ to provide NLS.

This patch has been thouroughly tested on the latest CVS Version of
Gtk+ so it should be safe to apply them.

I added a German catalog in the former tar.gz which will allow the Germans
under us to enjoy all Gtk+ programs with German filerequesters....
