News in 1.13.1, 2024-08-05 (beta version)

This is a development snapshot (beta version). The stable versions will be the
1.14.x.

* Build systems:
 - Add Meson.
 - Remove Autotools.
 - Add CMake experiment but reverted.
* Bump soversion because a symbol was exported by mistake with the Autotools.
* Translation updates.
