DateTimeX-Start
In Sao Paulo, on the night of Oct 19th, 2013, the clocks went from 23:59:59 to 01:00:00.
That's just one example of the fact that not all days have a midnight hour.
This module provides a mean of determining when a particular day (or month or year) starts.
INSTALLATION
To install this module, run the following commands:
perl Makefile.PL
make
make test
make install
