I think the biggest factor is the anti-monopoly legislation. As soon as they
opened it up you had small players offering keenly priced services, not to
mention bringing fibre into rural places where Openreach would never go. Or at
least would never go until they hear a competitor is rolling out there, then
they suddenly decide it's a good idea...

There's no reason for densely populated areas to have expensive Internet in an
open market, it's almost always because the provider has a monopoly.
