There was talk quite recently about this, and somebody... <ahem> seemed to
imply that it wasn't possible, or that it "hadn't been long enough" that
the existing ZC was AWOL...

If there are only 2 RCs left, doesn't 1 of them make a majority/quorum?
It's my opinion that it does. With the circumstances thrown in (obvious
neglect / disappearance), it pretty much is beyond question.

Okay, let's do that. Wave the magic wand, dissolve Z4, and put the
survivors in Z3, with Fernando as the RC. Done.
... Hard work never killed anyone but why take a risk?
