Understood.  But if there's only one remaining active RC in that zone,
then he becomes a quorum unto himself, by my reckoning.  Perhaps that RC
should be contacted for discussion about this.

Well, again, that makes the ZC1 and the ZC2 a majority/quorum to make a
decision to replace the ZC4.

I'm sure.  This whole thought process and possible result of replacing
that ZC seems like a common-sense win-win, and a betterment of FidoNet.
Who could reasonably argue that it wasn't an improvement on a bad
situation?
