Technically neither an RC or an NC is required to route netmail. (I think???
Don't make me dig out Policy4 :-( ) We had one here in R19... I think his
official position was that he *WOULD NOT* route... but he kinda did if someone
dumped something off. For the last year or more we had an NC here that sorta
couldn't route officially because he was IP only and couldn't be reached POTS
and couldn't dial the POTS nodes in his net.
