Hello Ed Vance,
To answer your basic question, "Can the Wi-Fi part of a Broadband Router be
turned OFF by me?" the answer should be yes. This is because turning Wi-Fi on
and off is usually done at the router / modem in your home. No guarantees,
though, as to what AT&T will do in the future.
