Yes that is my opinion too, it shouldn't be so difficult to wake it up.

My setup screen doesn't tell me that the language package has to be
imported, as it does for other packages.

Very often that is a much faster way to get things done, than to chase
that rat on the screen to different "stations".

The first place to look for it, would of course be in the BIOS.
IIRC you get there by pressing F1 at booting. Normally the key combo is
shown on the screen at booting, but that can be disabled in the BIOS.
