That BASIC you're talking about is called GAMBAS. Pretty decent language implementation as well as a GUI for full development under Linux. There is a pretty active mailing list with the developer taking an active part. No echo though.

VB.NET is free as well, and even runs under Linux (if you're careful what you do). The VB Usenet group (there is one) seems to be completely dead.

VB 1.0 for DOS is still available for download, as is QBasic etc, but they require use of DosBox as they don't run under windows any more. Should still run under Win95 without any effort.
