Some programs will, some won't. What you're thinking of is what's called
Win32S (or Win32C). It's still available but not fully supported.
Fun fact: in 1998 and 1999, I was working in Austin, Texas. I knew a lot of
people that worked at IBM there (and at that time, that was the "home" of
OS/2). While this never left the lab, I did see a version of OS/2 Warp 4.52
that had -full- compatibility with Windows 95 but because of the acrimony
between Microsoft stealing OS/2 to make Windows NT and IBM, that little gem
never came to see the light of day.
