I don't have a Pi, so I can't tell you honestly if it's the Pi version
specific, though I've never had a problem with anything related to swap on
anything I've installed Arch wise.

I've definitely never had to redo the swap configuration after the initial
install. Was it maybe a typo when initially setting up your /etc/fstab? If not
that, then maybe there is something odd with the Pi version. *shrug* Sorry I
can't be more help on that one. :(
