Not exactly. The BSD Rlogin protocol as originally/officially defined does not
send a password and the terminal/user is expected to be authenticated so long
as the username is valid. Contrast that with Telnet where there is no
expectation that the terminal/user is authenticated without providing complete
and valid credentials (e.g. username *and* password).
