Subj : How do you disable new user email validation?

Hello,
I enabled new user email validation when I installed Synchronet BBS.  I want to disble it.  I followed the wiki here
https://wiki.synchro.net/module:emailval and "email_validation = false" is set under [logon].  Strangley there are 2 [logon] secitons.  Any help is
appreciated.
