I posted an issue there and was never responded to.  Sorry for the delay in
my fidonet messages, there was a problem with my hub.

OpenSSH in Windows only supports UTF-8.  I'd have to use Mystic as the SSH
server instead of just the telnet shiv for SSH.  I'll do that now.  I just
wanted to be able to use SSH locally between machines, so I was using OpenSSH
as the server.  I've switched to Mystic for the SSH server and changed the
port number of OpenSSH.  I think everything is working now.
