The filelist utility or filelist.js can be used to create a listfile (e..g. FILES.BBS) that contains file descriptions suitable for import into another BBS:

The addfiles utility or addfiles.js can import listfiles into a Synchronet filebase. If all the files have DIZ in them (and those are the descriptions you like/want), then you don't even need the listfile.

That said, if the existing BBS is Synchronet and the new BBS is Synchronet it'd be better to just copy/move the filebase data files (from you sbbs data/dirs diretory) - that way, you'd get *all* the file metadata (uploader, date/time uploaded, download counts, date/time last downloaded, etc.), not just the file descriptions. You just need the old and new directory "internal codes" to be the same.

But then... why not just copy/move the library and directory configuration files (e.g. ctrl/file.cnf, file.ini) from the old BBS to the new one? That way, you know the internal codes (and everthing else) is setup exactly as you had it before.
