You don't need to run anything through a batch file.

Synchronet for Windows comes with its own virtual UART / FOSSIL driver.

A UART is the physical serial/comm port/device. A "virtual UART driver" creates a software virtual UART for DOS software to see/talk to as if it's a talking to a physical UART.
