No, because the culture they grew up in didn't have those concepts.
This is the major fallacy with the Leftists policies: They think that all
people are the same.
The reality is that they aren't.
If you give 10 people $100,000 tax free. In two years:
1 will be a millionaire.
3 will be debt free and have a healthy retirement fund.
6 will be just as broke as they were before the $100,000.
... If it works, rip it apart and find out why!
