Interesting. For me, it's done at the city level - as far as the tax bill.
But where does the authority to levy a property tax originate?
Remember: The Constitution does not grant citizens rights. It grants the gov't
authority. So there needs to be something somewhere granting the gov't (at any
level) the authority.

They are probably right about that. The gov't doesn't like anything that
reduces their tax collection.
