I speculate that when the Industrial Revolution hit, those hunter-gatherer
types were effectively pushed out of society.  There were still some, but they
didn't have the resources to do anything, so never got powerful.

Other areas that didn't get industrialized kept the old hunter-gatherer
mentality and that mentality moved with them as they moved.  Ex: The old
American South.
