the ZC is responsible for the contents of the nodelist, if there are
unreachable nodes then IMO the ZC (or RC) is responsible for their mail.

Yeah, so people put fictional phonen numbers in...
it's still a private node, it just doesn't look like one to makenl
(and many other nodelist handling programs).
