Scott Little asked why he should bother. I find the naivety of the question
hard to believe. If you wish to reform you must carry the bulk of the people
with you. Otherwise you will fail, sure as "eggs is eggs". To carry a populace,
the easiest way is to spoon feed them - otherwise we are back to "The Prince"
by Machiavelli, and we've just prised him away from those methods. :-)

I still need to know whether my reading of Policy 4 is the correct one.
Other than Ward, I would trust your judgement most on that.
