NetRunner starts in 80x25.  Are you using NetRunner from:
http://www.mysticbbs.com/downloads/prealpha/

If its a different size you may have a NetRunner from like 10 years ago.

If you mean the size of the window, then you can set that in the .ini or
press ALT-F to set the various combinations, or use alt_enter to toggle
scaling.
