not sure about the specifics of your situation but i've configured this setup:

and it works fantastic.. i used it for live streaming DJ sets and farting around in video games in a semi-private way (non-twitch/youtube.. no copyright strikes and other lameness)
in particular using OBS.. i have a feeling if you were to use OBS, set up a light-weight video player (mpv?) to play forever (endless loop of a playlist) and have OBS stream it's window and maybe the system audio.. you'd end up with something a little more versatile than VLC..
i've used VLC's streaming at various times and it's been hit-or-miss. at least if you can't get OBS working you have 10000x more people who are familiar with it. people make money with OBS so things get sussed out quick.
