You must have been using REXCFG at one time and didn't exit it properly.
Maybe during a crash or a reboot while it was still running. When REXCFG
is invoked, it locks up REX and waits for you to exit and SAVE whatever it
was that you changed or added to the CFG file.

Dunno what else it could be at this point. Take a look at your *.LOG files
and see if you can find anything out of the ordinary happening some time
in the past - since your last CFG session.
