They may have used it in the Gulf war. Note that that already is a decade into
the past...
The Dutch military have stopped using (and teaching) it some time ago.
The official point of view of the RDR (the Dutch equivalent of the FCC) is that
there is no compelling reason to maintain the morse test as part of the exam
since their are no other services left that use morse.
I gather many governments have taken a similar stance by now.
