Notice it doesn't mention the use of or testing in morse code.  At one
time, as recently as 1998, I believe it did.

That's also why the FCC went to the three license classes.  Japan had the
highest count of 'no-code' licensees for the last twenty years. Nearly
double the amount of licensees here.  Now they can get a reciprocal
license in the US.
