I had thought that maybe you undid the lowercase option for the --to: and subj: commands. And I thought that maybe a space was now required after the : character.

That is why it is good to find the echos that would be a suitable match - typically, the "chatty" echos.  Any with tabular data or pre-formatted lines is not a good pick.  The goal is conversation.

Yes.. your CP866 kinda limits some things.  But I wouldn't worry about that. Conversation in English mostly only requires the common letters anyway.
