Are there really RCs or ZCs in FidoNet today that do not route mail?  Policy 4
is outdated in this regard (as well as many others), but I'm not going to hold
my breath on it ever being updated.  I'd look silly turning blue, after all.

Revising FidoNet Policy is next to impossible with the current process that is
specified.
