That's how I see things, too. Those who have not voted should not count
towards the total number of votes.

This is very true. However, that was only a minor point in my original
concern. Again, my bigger concern is this: why are abstentions being ignored,
if it's an option? If this isn't a majority decision, why even mention
abstaining at all?
