Thanks!  I think the @MSGID must be internally generated by synchronet.  From what I've seen, if message areas are set up while the temporary 21:1/999 address is used, it doesn't automatically update some hidden IDs once the config is updated to the real address.  Anyway, it all works, and it's all tidy now that I deleted and recreated the message areas.
