No, but do you have other rules like max message age also set up?
You could set level 3 logging in MUTIL when running the purge message bases function and check the logs to get a better handle as to what's happening.
e.g.
+ Feb 02 00:45:02 ALLFIX File Announce
+ Feb 02 00:45:02 Purge by max msgs: 1000 (1024 current)
! Feb 02 00:45:02 Purge #1
! Feb 02 00:45:02 Purge #2
! Feb 02 00:45:02 Purge #3
