First, let me welcome you to the club! I believe that 255 is the highest
access and is what the sysop is set at.  On my board, 10 is for the newest
users and 20 for validated users.

Also, I don't know if you're aware, but Avon (who moderates fsxNet) has some
youtube videos on setting things up.  They are somewhat out of date but he's
