Made some updates to the git repo. This now grabs paths from
talisman.ini, and uses data/bulletin.toml to get the list of bulletins so
there's less config.

Only drawbacks are -- to handle TOML parsing and things like time stamp
comparisions, you have to install 2 lua add-ons using luarocks, which is
like a lua package manager. Not too difficult, tho!
