If you listen closely to most of the official statements... not of foreign
origin, no threat to national security... I suspect they are US Military,
CIA, or possibly DHS drones that are being tested, similar to how the
military flies helicopters, etc., in formation while on manuevers.

As yet, I have not heard any official federal government statements that
say they are not military aircraft.

In at least one case, the footage shared looks more like an airshow of some
sort.  If you look towards the ground, under the drones, you can see what
appears to be searchlights dancing around.
