I think this is the key. The internet naturally tends toward quantity over
quality, which is a negative for finding a community. You want a place that
can handle newcomers, and that means finding one that isn't overwhelmed by  them.

Personally, BBSes have been great for that. The slow pace makes it easy to
jump in (after some lurking to get a feel for things), and the low number of  users is good for getting a sense of the community.
