Here is my current configuration:

/etc/mgetty/login.config

/FIDO/  uucp    news    /opt/fido/sbin/qico -a emsi @
bbs - - /usr/bin/telnet -8 127.0.0.1 8088
zork - - /usr/bin/telnet multizork.icculus.org
quit - - /usr/bin/false

# Don't allow local logins:
*       nobody  @       /bin/false

bbs, zork and quit - are all virtual, they don't exist in /etc/passwd.
The last line is required to restict all local users from logging in via mgetty.
