Actually, I think they do. Just found a copy of FTS-0001.016 (1995) and there are several references to fields being null if not used:

serialNo   (* binary serial number (otherwise null)*)
password   (* session password  (otherwise null)   *)
origZone   (* zone of pkt sender (otherwise null)  *)
destZone   (* zone of pkt receiver (otherwise null)*)

So the concept of using null if a field is not used has been set.
