So I was going to re-view the standard (but the website is down). Does it say ignore the packed message header and use INTL if it exists instead?

I agree - but we have a differing view point on when it should be used :(

I was there once - I'm struggling with many projects and not enough arms and legs, and I dont want to give it a half baked effort. There are other reasons to, but they dont need to be public. I'll mull it over though...
