More info, for those interested:
A packet message starts after the packet header (which finishes at 0x3a) and starts with 0x02 0x00 (FTS-0001.16)

Then:
* 0x56 0x03 (0x356 = 854) - Ward originating node
* 0x03 0x00 (0x003 = 3) - designation node
* 0x24 0x01 (0x124 = 292) - Ward originating net
* 0x02 0x00 (0x002 = 2) - destination net

Ward, it seems you are packing the message incorrectly.
