In this case, I think "not viable" means they cannot sustain life once
born, not even with assistance.  As he was talking about miscarriages, I
guess that makes them a "baby/human" vs. a fetus since they were born on
their own instead of being forced-born by choice of the mother?

I don't see the difference, but I guess someone who thinks different might.
