If a non-viable foetus is born, then it is a baby. There will be a birth-certificate and a death-certificate and an official burrial (with all the costs involved of an undertaker or so). Most cemetaries do have a childrens lot, very small graves.
Those babies have way underdeveloped lungs and can't breathe properly, they will suffocate to death.
