in this case, it is because there's no UTF-8 in that reply... the BBS is smart when it comes to deciding if a message is UTF-8 or not... posts without UTF-8 are marked as ASCII or CP437 or maybe whatever the system's default codepage is... if a UTF-8 character is found in the post, then the message should carry the UTF-8 control line...
so yeah, the BBS properly displays UTF-8... this editor cannot currently properly quote UTF-8... i can enter UTF-8 characters in it, though... so as a quick test:

i'm not sure about that last one... i think it should be the capital C with a tail (cedilla?)... i'm still working on trying to understand this linux "compose" method of entering these characters... it is very different than the old ALT-123 style used in DOS/winwhatever installations...
