I'm no great routing king, but if it were me suffering... then I'd make sure
that all the ROUTE-TO _target_ addresses exist in the FE node manager.

Else, try commenting-out the "NO-ROUTE LISTED" and see what happens.  (It seems
to want to negate the effect of the previous ROUTE-TOs.<shrug>)
