There is a setting in Outlook that does this for you. I use Outlook 2016
with my WINServer system and messages get deleted when I download them via
POP3.

Personally, if you are going to "upgrade" do so using Windows Server 2003
R2 32-bit or Windows Server 2008 (non-R2, 32-bit). I've always had bad
experiences with anything newer.
