Addition of DESCASAREANAME, DESCASLAREANAME and FORWARDTO to the DBUTIL
program's "change" function:

- DESCASAREANAME will change a description to be the same as the area name.

- DESCASLAREANAME does the same, but in lowercase.

- If either option has a parameter specified, its the prefix. Example:

 DBUTIL CHANGE SECURITY 50 DESCASAREANAME Fidonet/

 Will change all descriptions for security 50 to be "Fidonet/DBRIDGE" etc.

- FORWARDTO will erase all Forward-to entries and replace with whatever
 you specify, example:

 DBUTIL CHANGE SECURITY 50 FORWARDTO 1:229/426
